Blockage
I can't imagine why someone would put this in the bike lane. I'm stumped. It leaves me wondering. Probably someone who hasn't put down roots in the community. I don't want to go barking up the wrong tree, but he must have been a real sap.

You might want to make sure no one's hiding behind that tree.
From the root facing the street it looks like the stump is hitchiking a ride. Hope it leaves soon.
